Minutes of the special session of Municipal Council held on May 26, 2015, at 6:00 p.m. in Council Chambers of the Municipal Administration building, Annapolis Royal, N.S.  

Present: Warden Reg Ritchie; Deputy Warden Timothy Habinski; Councillors Brian “Fuzzy” Connell, Wayne Fowler, Paul McDonald, Gregory Heming, Alex Morrison, Martha Roberts, and Diane LeBlanc.

Absent: Councillors Marilyn Wilkins, Frank Chipman, and Horace Hurlburt.

Present: CAO John Ferguson, Municipal Clerk Carolyn Young, other staff.

The Warden noted this is a special session of Council and has been called to deal with one item, which is to review grant requests received for 2015-16.

New Business

Re: Review and Approval of 2015-16 Grants



·         AM-1.4.11 Community Contributions Policy

Manager of Recreation Debra Ryan introduced Project and Programs Coordinator Nancy Chisholm, who assists the applicants and monitors the applications and as they come in. She gave a presentation on AM-1.4.11 Community Contributions Policy, noting that organizations in this policy receive an annual grant, separate from the other grant applications. These organizations must still submit background documentation every year and provide an annual report to Council (usually in February). Two of the organizations on this list have requested an increase in the amount they receive – Special Olympics Annapolis County requesting an increase of $300, for a total of $1,500; and Southwest Nova Biosphere Reserve Association requesting an additional $200 for a total of $500.

Councillor McDonald declared an interest in the following discussion and subsequent motion as he sits on the Southwest Nova Biosphere Committee.

MOTION 150526.01              AM-1.4.11 Community Contributions Policy - Amend

It was moved by Councillor Fowler, seconded by Councillor Roberts, that seven day notice be given to amend AM-1.4.11 Community Contributions Policy to increase the amount provided to Southwest Nova Biosphere Reserve Association to $500, and Special Olympics Annapolis County increase to $1500. Motion carried unanimously.

Ms. Chisholm noted that Council might wish to consider adding annual contributions to Visitor Information Centres to this policy. The CAO added that some Visitor Information Centres experience higher volumes of visitors than others. For instance, the Annapolis VIC has roughly 13,000 visitors in a season and has up to 4 staff to handle this volume – they would like council to consider an increase to $3,000 this year.

MOTION 150526.02              AM-1.4.11 Community Contributions Policy - Amend

Councillor Morrison moved, seconded by Councillor McDonald, that seven day notice be given to amend AM-1.4.11 Community Contributions Policy to include annual contributions of $2,000 to operational Visitor Information Centres within the county. Motion carried unanimously.

Re: Annapolis County Barristers Society (Lovett Library) - Discussion was held regarding this on-going grant. It was moved by Councillor Heming, seconded by Deputy Warden Habinski, that staff review this agreement with the Barristers Society. Motion carried unanimously.

·         AM-1.4.9 Policy 1.4.9 Community Grants Policy – under this policy, only one application per organization can be submitted under one of the six categories.

It was moved by Councillor McDonald, seconded by Councillor LeBlanc, that a 2015-16 grant in the amount of $1,000 be provided to the Annapolis Royal Football Club for new soccer goal posts. Motion carried unanimously.

Annapolis Royal Tennis Club

Councillor Roberts moved, seconded by Councillor Fowler, that a 2015-16 grant of $2,000 not be provided to the Annapolis Royal Tennis Club to assist with existing programs. Motion carried, 7 in favour, 2 against (Habinski).

It was moved by Councillor LeBlanc, seconded by Councillor Morrison, that a 2015-16 grant in the amount of $1,000 be provided to the Annapolis Royal Tennis Club to assist with existing programs. Motion carried, 7 in favour, 2 against.

Annapolis Valley Chapter of Autism Nova Scotia

Councillor Fowler moved, seconded by Deputy Warden Habinski, that a 2015-16 grant be provided to Annapolis Valley Chapter of Autism Nova Scotia in the amount of $1,200, to expand existing programs. Motion carried unanimously.

It was moved by Deputy Warden Habinksi, seconded by Councillor Heming, to approve an additional 2015-16 grant of $1,000 for a total of $2,200 to the Annapolis Valley Chapter of Autism Nova Scotia to expand existing programs. Motion carried unanimously.

Bridgetown Lawn Bowling and Quoits Club

MOTION 150526.08              Bridgetown Lawn Bowling and Quoits Club - $1,000

Councillor McDonald moved, seconded by Councillor Heming, to approve a 2015-16 grant in the amount of $1,000 to the Bridgetown Lawn Bowling and Quoits Club for training and program development. Motion carried unanimously.

Hampton Social and Recreational Society

It was moved by Councillor Fowler, seconded by Deputy Warden Habinski, that a 2015-16 grant be provided to the Hampton Social and Recreational Society in the amount of $660 for fitness and wellness programs. Motion carried unanimously.

Lawrencetown & District Recreation Commission

MOTION 150526.10              Lawrencetown & District Recreation Commission - $1,000

Councillor McDonald moved, seconded by Councillor Fowler, that a 2015-16 grant in the amount of $1,000 be provided to the Lawrencetown & District Recreation Commission for a new lacrosse youth program. Motion carried unanimously.

It was moved by Deputy Warden Habinski, seconded by Councillor McDonald, that a 2015-16 grant in the amount of $2,000 be provided to the Annapolis Board of Trade for the Visitor Information Centre. Motion carried, 8 in favour, 1 against.  

MOTION 150526.12              Annapolis Board of Trade - $3,000 Total for VIC

Councillor Heming moved, seconded by Councillor McDonald, to increase the 2015-16 grant to the Annapolis Board of Trade by $1,000 for a total of $3,000 for the Visitor Information Centre. Motion carried unanimously.

Annapolis Valley Exhibition Society

It was moved by Councillor Roberts, seconded by Councillor Habinski, that a 2015.16 grant in the amount of $1,500 be provided to the Annapolis Valley Exhibition Society to set up a Visitor Information Centre. Motion carried unanimously.

Bear River Economic Development Society

Deputy Warden Habinski moved, seconded by Councillor Morrison, that a 2015-16 grant in the amount of $2,000 be provided to the Bear River Economic Development Society for the Visitor Information Centre. Motion carried unanimously.  

Bridgetown and Area Chamber of Commerce

MOTION 150526.15              Bridgetown and Area Chamber of Commerce - $2,000 for VIC

It was moved by Councillor Fowler, seconded by Councillor McDonald, that a2015-16 grant in the amount of $2,000 be provided to the Bridgetown and Area Chamber of Commerce for the Visitor Information Centre. Motion carried unanimously.

Clean Annapolis River Project (CARP) Society

Cornwallis Park Community Association

Councillor Morrison moved, seconded by Councillor McDonald, that a 2015-16 grant in the amount of $2,400 be provided to the Cornwallis Park Community Association for upgrades to heating and masonry. Motion carried unanimously.

Granville Ferry Community Association

It was moved by Councillor McDonald, seconded by Councillor Heming, that a 2015-16 grant in the amount of $1,200 be provided to the Granville Ferry Community Association for electrical upgrades. Motion carried unanimously.

Litchfield & Delaps Cove Community Hall Association

Councillor Heming moved, seconded by Councillor Fowler, that a 2015-16 grant in the amount of $1,200 be provided to the Litchfield & Delaps Cove Community Hall Association for the insulation project. Motion carried unanimously.  

Milford & Area Community Association

It was moved by Councillor McDonald, seconded by Councillor Morrison, that a 2015-16 grant in the amount of $1,200 be provided to the Milford & Area Community Association to replace siding. Motion carried unanimously.

South Shore Annapolis Valley Recreation Trail Association

It was moved by Councillor Roberts, seconded by Councillor McDonald, that a 2015-16 grant in the amount of $5,000 be provided to the South Shore Annapolis Valley Recreation Trail Association for on-going trail maintenance. Motion carried unanimously.

Annapolis County Trails Society

Councillor Roberts moved, seconded by Councillor LeBlanc, that a 2015-16 grant in the amount of $5,000 be provided to the Annapolis County Trails Society for capital projects. Motion carried unanimously.

It was moved by Councillor Heming, seconded by Councillor Leblanc, that a 2015-16 small capital project assistance grant in the amount of $5,000 be provided to the Middleton and District Arena for building upgrades contingent upon receipt of an acceptable strategy for their future capital plans. Motion carried unanimously.

Annapolis County Trails Society

MOTION 150526.26              Annapolis County Trails Society - $20,000

Councillor Roberts moved, seconded by Councillor Heming, that a 2015-16 grant in the amount of $20,000 be provided to the Annapolis County Trails Society from the Culture and Recreation Reserve for bridge repair and development, upon receipt of a detailed work plan. Motion carried unanimously.

Annapolis Valley Exhibition Society

MOTION 150526.27              Annapolis Valley Exhibition Society - $25,000

It was moved by Councillor Morrison, seconded by Councillor LeBlanc, that a 2015-16 large capital assistance grant in the amount of $25,000 be provided to the Annapolis Valley Exhibition Society to replace bleachers and construct new accessible platform. Motion carried unanimously.

Champlain Elementary Home & School Association

MOTION 150526.28              Champlain Elementary Home & School Association - $5,000

Councillor McDonald moved, seconded by Councillor Fowler, that a 2015-16 large capital assistance grant be provided to the Champlain Elementary Home & School Association for the new walking trail, not playground equipment. Motion carried unanimously.

Bear River Economic Development Society

MOTION 150526.29              Bear River Economic Development Society - $6,755

It was moved by Councillor Morrison, seconded by Councillor Heming, that a 2015-16 large capital assistance grant be provided to the Bear River Economic Development Society for general repairs. Motion carried, 8 in favour, 1 against.

Trojan Sports Society

MOTION 150526.30              Trojan Sports Society

Deputy Warden Habinski moved, seconded by Councillor Fowler, that a 2015-16 grant be provided to the Trojan Sports Society from the Culture and Recreation Reserve, to assist with capital projects.



It was moved by Deputy Warden Habinski, seconded by Councillor Fowler, that the motion be amended by adding “conditional upon review of the terms of the Trojan Sports Society lease and the establishment of a repayment clause to protect the Municipality’s investment in the event of the early termination or substantive alteration of the lease”. Motion on the amendment lost.

Annapolis Valley Chamber of Commerce

MOTION 150526.31              Annapolis Valley Chamber of Commerce - $10,000

Councillor Fowler moved, seconded by Councillor McDonald, that a 2015-16 grant in the amount of $10,000 be provided to the Annapolis Valley Chamber of Commerce from the Economic Development Special Projects for marketing and tourism initiatives. Motion carried unanimously.

It was moved by Deputy Warden Habinski, seconded by Councillor Heming, to direct the CAO to investigate the Trojan Sports Society lease and conditions to see if there is some way, some mechanism, to provide funding while guaranteeing the security of the county’s investment. Motion lost, 4 in favour, 5 against.

The CAO noted that he will conduct general investigation as to whether it is legal/permitted for municipalities to give funding to a non profit society when the building is under private ownership.

Upon motion of Councillors Roberts and McDonald, the meeting adjourned at 8:25 p.m.
