In accordance with section 19(3) of the Municipal Government Act, the Warden called a special meeting of Municipal Council on Tuesday, February 24, 2015, at 9:24 a.m. in Council Chambers of the Municipal Administration building, Annapolis Royal, N.S.
Present: Warden Ritchie, Deputy Warden Habinski; Councillors Brian “Fuzzy” Connell, Wayne Fowler, Paul McDonald (9:36), Gregory Heming, Alex Morrison, Martha Roberts, Frank Chipman, and Diane LeBlanc.
Present: CAO John Ferguson, Municipal Clerk Carolyn Young.
The Warden noted this meeting was called in order to seek clarification on several issues.
It was moved by Councillor Wilkins, seconded by Councillor Roberts, to go in-camera in accordance with Section 22(2)(g) of the Municipal Government Act from 9:25 a.m. until 10:05 a.m.
Addition to the Agenda
It was moved by Councillor Fowler, seconded by Deputy Warden Habinski to add Home Occupancy to the agenda. Motion carried unanimously.
Re: Home Occupancy for Small Business – Councillor Fowler inquired about the report that was given by building officials regarding home occupancy for small businesses, he felt this was a deterrent to small business and that the Municipality should not have anything to do with this.
It was clarified that municipalities already have an obligation to acknowledge these issues and that there is no set of standards or procedures to guide the officials. What they were presenting was a document clarifying how the process flows.
Upon motion of Councillors Wilkins and Roberts, the meeting adjourned at 10:17 a.m.
